Deeply concerned by the ongoing security deterioration in the eastern part of the Democratic Republic of Congo, National Deputy Jean Baleke took the floor during the plenary session on Friday, October 17, 2025, to present an information motion on the dramatic situation unfolding in the Kabare territory.
The lawmaker revealed that M23 rebels had recently carried out deadly attacks in the Zibira commercial center, located in the Walungu territory, as well as in several neighboring localities, including Tshichadu and Tshilwe, within the Kabare area.
According to MP Baleke, these violent incidents have led to a massive displacement of the population toward Luwavo Centre, Murume, and Irembe. In panic, residents have abandoned everything — their livestock, their farmlands, and their savings.
“Today, people are spending the night out in the open, along the roads, in classrooms, or in churches. In the morning, they are forced to vacate those places to allow classes to resume. This situation exposes our fellow citizens to diseases, especially during this rainy season, with no medicine or humanitarian aid. The government must urgently intervene to relieve these suffering families,” warned Deputy Baleke.
The plenary session, presided over by Second Vice President Christophe Mboso N’kodia, also adopted several practical measures, including a historic resolution recognizing the genocide crimes committed in the eastern part of the country, commonly referred to as the “Génocost.”
